Minority Services Committee Quarterly Meeting

February 24, 2004

MINUTES

Present: Oudy Acosta Perez, Benny Myers, Debbie Brockman, Ruth Loihle, Joyce E. S. Figueroa de Raschke, Kathy Bradley, Michelle Brown and Donna McNamara.

Not present: Susan Dewees, David Lewis, Kelly Pelland and John Wise.

Meeting Called To Order by Oudy Acosta Perez @ 2:16 PM.

Summary of Topics Discussed

  • · 2002 to 2003 Hispanic Services Report.

  • · 2004 to 2006 MSC Goals and Plans.

  • · Debbie Brockman approved minutes as to form.

  • · Suquamish Tribe representatives discussed length of time it takes to issue and process Protect Orders via their court.

  • · Suquamish Tribe representatives discussed the Return of Service policy and process.

  • · MCS requested that David Lewis explain on next meeting the Kitsap County Superior Court input on how "Foreign Orders Protection Orders" are entered into their system.

  • · It was reported that orders were not being enforced by local law enforcement officers are currently being trained and encouraged to enforce all orders to include Foreign Orders as per the Full Faith Credit Act.

  • · Benny Myers stated that we may be able to get a copy from KCSO to see wording and possible use of the Return of Service form as a template.

  • · M.C.S. recommended that Kathy Bradley/Suquamish Tribal Court Clerk contact David Lewis/Kitsap Superior Court Clerk for more information about changes in D.V. Protection Forms.

  • · M.C.S. meeting has been scheduled for May 4, August 25, and December 22, 2004. These dates were approved as tentative 2004 meeting dates.

  • · MCS to consider inviting a special speaker to our August 2004 meeting.

  • · Ruth Loihle/Bremerton Police Departments Interpreter Services provider reported as follow: 2002 a total of six phone calls, 2003 a total of two phone calls and 2004 a total of two phone calls.

  • · Oudy Acosta Perez reported that the following Hispanic Services Educational Classes are scheduled on the second Thursday of each month at 2:00 PM in the Publics Works Building, 1st Floor Conference Room. Admission is free.

  • · Benny Myers stated that Mt. Zion Church in Bremerton has property that can be used for victims housing for a donation per Pastor Rochelle.

  • · Debbie Brockman informed the committee of new North Kitsap transitional housing that is located in Poulsbo.

  • · Native-American Domestic Violence Services are available at Social Treatment Opportunities Program. Contact Sharon McMackin.

  • · Michelle Brown/Victim Services Provider is available for Suquamish Tribal members only.

Decisions Reached

  • · Oudy Acosta Perez to provide updated forms to Suquamish Tribal Court for possible reconciliation of forms to meet Local and Tribal court needs.
