KITSAP COUNTY DOMESTIC VIOLENCE TASK FORCE
BOARD OF DIRECTORS MEETING - November 27, 2001 12 p.m.

Board Members Present: Susan Vitale-Olson, Denise Thomson, Dayle Crane, Debbie Brockman, Sally Olsen, Ramalina Steiner, Pete Ball, Dianne Juhl, Marilyn Wandry, Martha Voorhees

Board Members Excused: Cheryl Graf, Martin Knott, and Claire Bradley

Board Members Not Excused:

Debbie Brockman called the meeting to order.

I. Approval of Minutes: October minutes were approved.

II. Financial Report: Reminder to board to send in financial donations to the Task Force and to turn in their volunteer time sheets. Volunteer sheets were turned in.

III. Committee Reports

A. Program - Next Meeting on the 19th 9a.m @ the YWCA. The awards event in April will be the subject. Next Network Meeting is tomorrow, Nov. 28th. There will be no Network Meeting in December. Network meetings are once a month every fourth Thursday.

B. Community Education

1. Speakers Bureau/Trainings - Carol is going to be doing a training class at O.C. It will be the same format as the training for Fire & Rescue. There will be a presentation on Dec. 1.

2. Topic Specific Workgroups

b. Bridging the Gap: Date is set for the Judges Round Table. We need more people to come to the Bridging the Gap meetings. Topic in February will be on protection orders. At the meeting Dec. 7th they will be trying to put together a system that will simplify obtaining orders. Pete will be attending that meeting. Pete will also be attending a nationwide meeting in Texas mid-Dec., "Changing the Roll of Law Enforcement and Domestic Violence". We almost have a "go" from Harrison Hospital in Bremerton, Silverdale and Port Orchard for using their facilities as safe transfer points for children. Right now there is no decent place. As soon as they give the go ahead it will be available immediately.

c. Faith Community Action Group: Barb Mills and Debbie spoke Nov. 1 at the Bainbridge Interfaith Council and they have requested brochures from one of the churches. Suquamish Congregational did their annual Domestic Violence Worship Service. This time they incorporated a speaker who was a survivor of domestic violence. It was very well received.

d. CD & DV: Martha went to the Washington State Coalition on Domestic Violence 9 ½ hour state conference. It was wonderful.

e. RESPECT Kitsap Youth: The group met twice this month, the 2nd as a sub-group to talk about the detention and education project and the 16th for the regular meeting. Minutes are not available at this time. Candy Cardinal and Jennifer Forbes will co-chair the group. They will be presenting the Dating Game workshop in a modified format at the Human Rights Conference on the 5th.

f. Perpetrator Treatment/Victim's Services: Not many are showing up at the meetings. The process being used for people with DV offenses was discussed. Suggestions were made on how to improve the process.

g. Minority Services - Spanish-speaking services is lacking in our area. They are in desperate need of a bilingual representative. Dianne has found a man in Shelton (Joe) that can provide Spanish services but is having a problem becoming certified in Washington State. It was discussed if there was anyway to expedite the process. No conclusion. It was also noted that due to the lack of Spanish speaking services, the emergency response time for Spanish is much longer. Dianne would like to have a person from the minority group come to board meetings with her and she would mentor him/her so that when a seat on the board became available that person would be ready to apply. It was agreed upon that that would be a great idea but that person would have to follow the application process. There would be no guarantee of a place on the Board.

C. Membership - Cheryl needs two more people to be on the nominating committee. Daryl and Ramalina agreed to help. We have 3 openings and 4 applications. Eleven people requested applications. Seven never responded. We would like to have all positions filled by January so they will have the opportunity to come to the retreat in February. If anyone has any nominations please email to Cheryl, Daryl or Ramalina by December 7th.

Also discussed at the Executive Board meeting today was the struggle to keep a full, active board. If the time commitment has become a problem for any board member then please give your position serious consideration. We really need a strong, energetic, active board. Board members are required to attend the monthly board meeting, quarterly meeting, and be active in one of the programs. It was stated that this should be communicated either on board application or verbally to each applicant. It was agreed that it would be. It was stressed to please take a look at your commitments. If you stay with the Board, plan to be involved.

Sue Schultz is one of the applicants. She would be a great asset to the Board. She brings tons of energy. Martha made a motion to accept Sue to the Board. Pete seconded it.

Martha has requested a calendar of events/meetings be sent to her to make her scheduling and attendance easier. Joan is sending one to her. Debbie is going to send an email that can be used for Martha, to Joan.

IV. Old Business A. None

V. New Business

A. April 11, 2002 and Oct 21, 2002 are the dates for the DV training. It will run from 8:30 a.m. until noon. The focus will be DV in the workplace & dating violence.

B. Mary Ellen's office has asked us to participate in a survey program entitled "Community Mobilization". It will help us define our strength and weakness'. It is a great opportunity for the DVTF. It will require an estimate of 30 hours extra administrative time. Ramalina motioned to approve $500. for extra administrative time for the survey. Sally seconded it. Possibly a larger survey will be developed from this for mailing out to our members. DVTF will email any ideas for survey questions to Joan or Daryl by 12/15.

C. Kingston Jr. High is having a problem with Native American students fighting. School District has not been able to do anything about it. The staff is talking about quitting. Marilyn wondered if there was anything DVTF could do to help. Pete suggested she contact the resource officer. DVTF can funnel things through him if needed. He should have everything needed to handle it.

VI. Updates

A. Next Meeting will be Tuesday the 18th at noon. Denise will notify everyone of the location. Possibly a lunch with a holiday theme.

B. Mark February 26th on your 2002 calendar. That is the date of the retreat at Long Lake. It will be from 8:30 a.m. until 1:00 p.m. Please email agenda items to Joan and Cheryl.

C. December 4th from 8:30 a.m. until 4:00 p.m. is the Diversity Training program. You should already be signed up but if you are not, contact Daryl immediately. Everyone needs to get this training!!
