Board of Directors Meeting
February 27, 2001 12 p.m.
Bremerton-Kitsap County Health District

Board Members Excused: Sally Olsen

(Financial Coordinator)
The meeting was called to order by Chairperson, Cheryl Graf.
I. Minutes: The January minutes were approved as written.
II. Financial Report: The financial report from January was submitted and
approved at the Board Retreat earlier in the month.
III. Committee Reports:
A. Program Committee: February's meeting was canceled. The next meeting
will be March 21,
9 a.m. at the YWCA.
1. The February Network meeting will feature Harrison Memorial Hospital's
SANE program. The March Network meeting may involve Dianne Juhl and the
Faith Community. It is still
being planned.
2. Nominations for the DV Community Awards close on March 16th.
3. Website Update: There is now a lot of information from the Faith
Community Action Group
now on-line.
4. Summit 2001 is planned for October 2 at Crossroads Neighborhood Church.
Susan spoke
with Mary Ellen de la Pena from the Substance Abuse Prevention
Association (SAPA) about
their interest in joining up with us for our Summit. Susan and anyone
else is invited to
attend the SAPA meeting on Tuesday March 20 at 8:30 a.m. at the Givens
Center to
discuss this further.
B. Community Education:
1. Speakers:
a. Multiple training are coming up:
March 6 & 7 - County training
March 15 - HMH training for Navy Prosecution, Defense, etc.
March 29, 30, 31 - Dispute Resolution Center
2. Training/Topic Specific
a. CPS: no report.
b. Bridging the Gap: Next meeting: March 22 in the Child Support mtg.
room. They will
now meet on the 4th Thursday each month. Claire is meeting with Judge
Haberly to
help plan the judicial roundtable.
c. Faith Community Action Group: Dianne is collecting lots of resources.
She is talking to
and getting support letters and is planning a letter writing campaign to
get more Faith
brochures into the Faith community. Heidi updated the DVTF database to
include record
keeping for the Faith brochures.
d. Substance Abuse Providers: no report.
e. Youth Violence : The February 16 meeting was canceled because of the
snow. The March program will be focusing on community collaboration
efforts.
f. Victim's Services/Perpetrator Treatment: The next meeting will be
March 15 from 11:45 -
1 at the Probation office.
C. Membership: The committee is still taking names of prospective board
members to fill slot #16. Anyone referring names need to get that
information to Denise, membership chair.
IV. Old Business:
A. The notes from the Retreat were sent out and received. They are
available on the website.
B. VINE - Pete hasn't been able to contact the guy yet to get more details
about bringing this
program to Kitsap County. There may be outside funds available. Pierce and
King County
already use the program. VINE is a telephone system that calls victims
when their perpetrators
are being released from prison.
C. Resource Material for our DV Library - it was approved by the board to
purchase 2 copies of
the abridged version of the Tough Guise video and one copy of Hidden
Victims video.
D. Fundraising proposal/bicycle ride - At the Retreat, John proposed that
the TF provide some
seed money for a fundraising project that would benefit HMH and the YWCA.
Cheryl reported
that the project will probably be given to the Friends of SAIVS board for
them to work on. The TF
isn't really in a position to give away seed money but Cheryl will keep us
updated as to
whether the TF can help play a part. John says that the Rotary is/will be
very supportive of
Kitsap County projects.
V. New Business:
A. It was moved and approved that Heidi's hours go from 30 to 35 a month
and that she and
Sue receive a raise from $13 to $15 an hour.
B. Claire updated us on the recent case law (Washington State vs. Coria).
This Court of Appeals
decision says that it is not a crime for married couples to destroy
co-owned property. This
needs to be fixed legislatively and WAPA (Washington Prosecuting Attorney'
s Association) are
working on getting an emergency bill pushed through. This case and
decision is immediately
binding. Kitsap Co. is no longer filing these cases. Claire will keep us
posted.
C. SAIVS Board - the Fleet and Family Support Center, which the Family
Advocacy Treatment
Center falls under, now has a non-voting position on the SAIVS board. The
question was
posed if the DVTF should too? After discussion, it was motioned that we
request a formal non-
voting board position. We will send a letter to them, from the Exec.
board. If we get the
position, Claire is interested in serving in that position.
D. Storage space for DVTF stuff - tabled.
E. Pros/Cons of adding workgroups/committees under our umbrella (Minority
Services; Probation/TX. Coalition; others?). The Probation/Tx Coalition
is already officially part of the TF.
We need to ask the Minority Services group if they are interested and/or
if there is anything we
can do to help them further. Cheryl will talk to the chair of that group,
Oudy.
F. Project Family is applying for a grant from the Washington State
Coalition for the Prevention of
Child Abuse and Neglect, to provide parenting classes to the Suquamish
Tribe. It was agreed
that we will write them a support letter.
VI. Updates
A. Dayle informed the Board that she has been serving on the Adult
Protective Services Team
staffing adult abuse cases. They meet once a month. There have been a lot
of DV cases
already. Pete mentioned that he sits on a Developmental Disabilities
group/Task Force
through law enforcement.
B. Sue mentioned that she will miss the March board meeting and will be
attending the
Children's Justice Conference. Martha may also be attending.
